Job Description:

Sigmatech is currently seeking an FMS Program Analyst in the National Capital Region to ​provide integrated logistics and technical program management support to the Kuwait Security Assistance FMS Cases.

Responsibilities of the Kuwait FMS Program Analyst include:

  • Coordinate, manage and provide information on all aspects involved in the sale, transfer, or lease of defense articles to include Excess Defense Articles (EDA) requests, Nonrecurring Cost (NC) charges and waivers, joint visual inspection (JVI) waivers, leases authorized under Chapter 6 of the Arms Export Control Act, and defense services to partner countries and international organizations
  • Research and prepare reports
  • Assist in preparing briefings and information papers, and
  • Perform records and database management functions.
  • Monitor, review, analyze, and coordinate security assistance issues with U.S. Service stakeholders, DoD and non-DoD agencies to ensure compliance with established policies
  • Coordinate and develop the Kuwait position and ensure compliance with security assistance policy, FMS/transfers and technology release issues for Letters of Request (LORs)
  • Understand, review, analyze, and coordinate country requests for FMS, diversions, drawdowns, IMET, leases, cases, and co-production, to ensure that they can be fulfilled with U.S. Service systems, services, training, and assets
  • Review, analyze and coordinate requests for Exceptions to the National Disclosure Policy and Excess Defense Articles
  • Assist in researching and the development of other various internal and external reports related to the licensing and sale of military articles in support of Kuwait
  • May perform Case Development activities

Experience and Skills:

  • Bachelor's degree and 3 - 10 years of Security Cooperation/Foreign Military Sales (FMS) Programs experience required.
  • Experience and/or knowledge of U.S. DOD Security Assistance Programs.
  • Working knowledge of DOD Foreign Military Sales (FMS) processes and procedures as outlined in the Security Assistance Management Manual.
  • Working knowledge of F-18 or Patriot or M1 programs
  • Extensive knowledge and understanding of the U.S. Government authorities, (including the Foreign Assistance Act and the Arms Export and Control Act) and processes to provide defense articles, services, and technology by sale, lease or grant to foreign governments and international organizations.
  • Experience using Microsoft Word, Excel, PowerPoint, Access, and SharePoint
  • Must have active DoD Secret clearance
