Job Description:

The Proposal Manager is responsible for the planning, scheduling and managing all aspects of proposals including strategy development, technical solutions and capture support. This includes providing leadership and direction to cross-functional teams assigned to work proposal efforts; ensuring proposal responses are compliant, compelling, and completed on schedule; working with the Capture Manager and Business Development team to weave opportunity strategies, solutions, themes, and discriminators into proposal responses; and ensuring that proposals are completed and delivered to the Government on schedule.

  • Work within corporate processes and templates for proposal activities.
  • Review and analyze the RFP/RFI.
  • Create compliant outlines, matrices, proposal schedule, kick-off, and review meeting materials.
  • Facilitate storyboard sessions to develop technical solutions and strategies.
  • Collaborate with Capture/BD Team to develop win themes, discriminators, and risks.
  • Support the development of all standard proposal sections: Management Plans, Transition Plans, Technical Volumes, Past Performance, or Key Personnel Résumés.
  • Develop and integrate proposal themes, discriminators, and key success factors.
  • Lead color team reviews, capture actions items, and validate action item close-out.
  • Conduct regular proposal status meetings and manage the proposal schedule.
  • Interview managers and technical experts to develop proposal narratives.
  • Write, edit, and/or rewrite technical sections.
  • Maintain document configuration management and control.
  • Ensure RFP-format compliance and meet all proposal deadlines.
  • Integrate inputs from multiple authors and contributors into a cohesive document with standardized formatting and style.
  • Manage final proposal production (text and graphics).
  • Develop effective, compliant graphics (preferred).
  • Perform copy-editing/proofing and desktop publishing.
  • Perform white glove review and final proposal production for hard/soft copy submission.

Experience and Skills:

Bachelor's in Business Administration or English or equivalent preferred. Five to ten years government proposal preparation and technical editing, knowledge of Adobe, Microsoft suite of tools, and FAR/DFAR knowledge is required.
